Licensor Santiesteban conducted interviews with staff and the child's parent. The assistant director stated she observed marks on the child where the child alleged the teacher hurt them. Other staff interviewed reported they observed the subject pick up the child at the spot where the markings were found. For this reason the licensor finds this violation likely valid.
